Abstract

Aim: The aim of this study is to examine how automation can improve the efficiency, accuracy, and regulatory compliance of the General Rate Case (GRC) preparation process undertaken by utility companies.

Methods: The study adopts a process-oriented and descriptive approach to analyze the traditional GRC filing workflow and the integration of automation tools such as SAP HANA. It examines the consolidation of financial, operational, and operations and maintenance data from multiple sources, the use of automated cost allocation, data validation, and the generation of regulatory reports. Key GRC components analyzed include operations and maintenance data, cost centres, workpaper groups, witness areas, and special remaps used for compliance updates.

Results: The findings indicate that automating GRC preparation significantly reduces manual data extraction and documentation efforts, minimizes errors, and improves data consistency. Automation enhances the organization of workpapers, improves cost tracking across cost centres, supports structured expert testimony through defined witness areas, and strengthens risk assessment and policy management. These improvements contribute to greater transparency, faster preparation timelines, and improved regulatory responsiveness.

Conclusion: The study concludes that automation of GRC processes transforms a traditionally complex and labour-intensive regulatory activity into a more accurate, efficient, and transparent workflow. By leveraging automated data consolidation and reporting capabilities, utilities can better justify rate adjustments while meeting regulatory requirements.

Recommendations: The study recommends that utility companies adopt automated GRC tools as a core component of their regulatory compliance strategy. Regulators and utilities should encourage the integration of centralized data platforms, standardized workpaper management, and automated validation mechanisms to enhance long-term efficiency, compliance quality, and stakeholder confidence in the GRC process.
